Summary

Removes the local miden-bank tutorial files from tutorials/rust-compiler/miden-bank/ since they are now ingested from miden-tutorials (#168). Without this, the next deploy would produce duplicate pages in the sidebar.

• Deletes the 11 local miden-bank .md files
• Updates CI clean steps in deploy-docs.yml and cut-versions.yml so the ingested content gets refreshed each build
• Adds redirects for the old rust-compiler/miden-bank URLs
• Updates internal links in smart-contracts/, testing, pitfalls, and the rust-compiler index to point to the new tutorials/miden-bank/ path

v0.13 versioned docs are untouched since the snapshot correctly references rust-compiler/miden-bank/.
